Program
Federally funded reading and math support for every student at SCSD2's four elementary schools — plus resources, rights, and tools for families.
About Title I
SCSD2 offers a school-wide Title I program at all four elementary school sites. Any child may participate in services designed to support learning in reading and/or math. Title I is a federal program that provides supplemental funding to schools with high percentages of students from low-income families, helping all students meet high academic standards.
Reading & Math Support
Title I funds additional instructional support in reading and math for students who need it most. Any child at a Title I school may participate.
School-Wide Program
All four SCSD2 elementary schools operate school-wide Title I programs — meaning the entire school benefits from Title I resources, not just individual students.
Family Engagement
Title I requires meaningful family involvement. SCSD2 holds annual parent meetings, shares program updates, and welcomes parent input through surveys and the School-Parent Compact.
Parents' Rights
Under Title I, you have the right to know your child's teacher's qualifications, request information about school performance, and be notified if your child is taught by an unqualified teacher for four or more consecutive weeks.

All four SCSD2 elementary schools participate in the Title I program.
Your Rights Under Title I
As the parent or guardian of a student at a Title I school, you have the following rights under the Every Student Succeeds Act (ESSA):
- Request information about the professional qualifications of your child's teacher(s)
- Be notified if your child has been taught for four or more consecutive weeks by a teacher who does not meet applicable state certification or licensure requirements
- Review the school's Title I plan and budget, and provide input on them
- Be involved in developing the School-Parent Compact and the school's family engagement policy
- Receive regular reports on your child's progress
- Receive information in a language you can understand

Complaint Procedure
Any parent, teacher, or interested person may file a written complaint about a Title I requirement. Complaints must be in writing, signed, and specify the requirement believed to be violated. The district will acknowledge your complaint within 5 business days and investigate through the Director of Grants & Programs. A written resolution will be issued with Findings of Fact and any corrective actions required.
